Breakout Synopsis: When conducting or exploring ways to address our equipment obsolescence issue, the government target mature technology with a quick turnaround for resolution so it can expedite replacement of the obsolete item. Army Working Capital Funds (AWCF) projects are submitted through the annual AWCF obsolescence data call. Some of the Soldier Chem /Bio systems examined using this process include: M26 Joint Service Transportation Decontamination System, Force Provider (Joint Biological Point Detection System (JBPDS), Multi-Temperature Refrigerated Container System (MTRCS) Refrigeration Unit, Land Sea Air Adapter and Volcano. While the Ground Combat Systems include the Abrams Obsolescence Management and Surveillance includes surveillance of potential obsolete parts and Last Chance Buy services to procure available hardware as a replacement are identified. The majority of the known obsolescence issues for Abrams are related to Line Reparable Units (LRU) and their electronic components. This is why the Abrams Obsolescence team prioritized on-going projects based on immediate and out year impacts to LRU Spares, production contracts and the complexity of engineering effort required. Recently the Abrams team received $4.2M to cover 5 projects and are being vetted by AMC prior to approval. Projects include: 240 Dual Schottky rectifiers - Rantec Power Supply, 220 Fuel Level Sensors, 234B Improved General Purpose Processor (IGPP), 192 – FCCP and Drivers Instrument Panel (DIP) (M1A1).

Breakout Session Title: Doing Business with TACOM and the Source Approval Process

Breakout Synopsis: This session explains how to do business with TACOM-DTA using the full and open opportunities acquisition route and how to use the Source Approval process for those restricted requirements. Doing Direct/Indirect Business for services, hardware or through The Source Approval Program discusses a path for suppliers to compete for business on spare parts that are sole source or a restricted source. To do this, the onus is on the qualifying supplier, whom we will refer to as the “offeror”, to demonstrate that their part is equal to or better than the part TACOM is currently purchasing. The U.S. Army Tank-automotive and Armaments Command (TACOM) buys a huge array of spare parts to support our combat and tactical vehicle fleets. Many of these parts have completely detailed technical data packages (TDP) that allow unrestricted procurement from any competent source. This is the ideal situation envisioned by the Competition in Contracting Act of 1984 (CICA). However, TACOM also buys many parts for which there is an incomplete technical data package. The procurement of these parts is restricted to, “approved” sources of supply that have previously demonstrate their ability to produce the item.
